Welcome to the AntennaPod forum 
You can already set the cover for local podcasts actually: Ability to display podcast image for local folder podcasts - #2 by ByteHamster
As for episodes, AntennaPod already supports images embedded in the audio file. So you could make sure you have or add them. Alternatively, you can go to Settings → User interface and then disable ‘Use episode cover’ (provided that you added the podcast cover image to the folder).
