No.
On my phone I use the Google Podcast App, and there’s no such option anywhere. Neither under settings.
When I visit podcasts.google.com on my phone browser, the App starts up.
When I visit podcasts.google.com on my workstaion browser there also is no such option. (See screenshot).
I remember reading some blogpost about the option being available only in the USA but can’t remember where I read that.
