Why are new rating submissions disabled or missing for this app?
Developers cannot disable ratings on Google Play. I assume you are on the beta channel? If you join the beta channel of an app, you can no longer leave ratings for that app.
Google also relatively recently introduced a policy where new reviews only become visible after 24 hours. So this can explain why new reviews don’t immediately show up:
