I have started listening to some podcast at faster speeds, but occasionally would like to jump back 15 or 20 seconds and replay that segment at normal speed. I can manually adjust the speed to do that, but i wondered if it would be possible to have that as a configuration option for the skip back button. Basically, a “replay last 15 seconds at normal speed” button. I might be the only one that would use that, and its a lazy request on my part because I can already do it with a few extra taps.

I see your use-case, but it indeed is something quite specific 
Say we would accept code contributions that would implement this, where would the button go? The player screen already is quite full.
I was thinking more of a configurable action for the existing skip back button.
